Overview

The role ensures that directors, managers and employees have the competence, knowledge and skills to keep people safe. In collaboration with the team, the role supports customers to live safely and healthily in their homes.

Client: Our client is an award‑winning housing association with over 7,000 homes across Cheshire, expanding in the North West.

Responsibilities

  • Lead, motivate and develop the Health, Safety and Compliance team with regular performance management, providing direction and vision for the department and monitoring outputs.
  • Ensure the client remains fully compliant with Health and Safety legislation and related compliance requirements.
  • Manage fleet operations, including vehicles and telematics, assigned to all operatives.
  • Oversee facilities management of key office buildings.
  • Promote a positive safety culture using behavioural safety techniques; facilitate two‑way communication at all levels, develop toolbox talks, and conduct leadership health and safety inspections; reward near‑miss reporting and provide coaching and training.
  • Review, develop and implement the client’s Occupational Health and Safety Management System.
  • Collaborate with other managers to develop and implement systems for contractor control and contract compliance regarding health and safety.
  • Implement systems to record, monitor and report health and safety performance; make recommendations and assign actions with progress tracking.
  • With the People Team, develop, implement and deliver appropriate training programmes for Board Members, Directors, Managers and Employees.
  • Work with external authorities (HSE, enforcement bodies, Local Authority, Fire and Rescue Service, Police) on health and safety matters where applicable.
  • Provide regular health and safety reports and strategic advice to the Director of Homes, Leadership Team and Board.
  • Manage the health and safety budget and related profiling.

Qualifications

  • Previous experience in a similar role; minimum Chartered Member of IOSH plus NEBOSH Diploma or equivalent.
  • Proven ability to lead, motivate and develop people and teams through clear goals and regular performance management.
  • Strong technical knowledge of legislation and health and safety issues affecting the social and construction sectors; ability to apply legislation practically in line with strategy and policy.
  • Excellent communication and influencing skills across the organization (up to Executive level) and externally; ability to present and write reports; able to challenge and provide/receive feedback.
  • Ability to manage, interpret and manipulate large, complex data sets; produce high‑quality reports; inform future action and strategy.
  • High level of numeracy and literacy; analytical skills; ability to write unbiased comprehensive reports and propose solutions.
  • Sound financial and business acumen with budgeting, risk management and robust project management ability.
