This is a permanent role and it sits in the Legal, Governance and Compliance department. There are four direct reports into this role; the managers for the various functions of the team, which are Democratic Services, Risk and Compliance, Information Governance and Strategic Governance.
About the role
Responsibilities will include:
- Shape, lead and manage the delivery of a customer focused, high performing and pro-active Governance, Compliance and Risk Service ensuring that the service is efficient, effective and delivers value for money.
Ensuring effective corporate governance and risk management is embedded at all levels of the Authority in order to deliver the Combined Authority’s priorities in accordance with all legal and regulatory requirements.
Ensure that the organisation captures and responds to strategic and operational risks and that a corporate culture of risk management is embedded.
Liaise closely with the Data Protection Officer (DPO) and Senior Information Risk Owner (SIRO), enable collaboration across relevant teams to ensure internal and external compliance so that the Authority meets its legislative requirements
Ensure that corporate governance and assurance requirements are consistently met and exceeded, including the statutory and constitutional requirements in relation to both member and officer decision making and activity.
Be the accountable lead for this service area supporting the Strategic Leadership Team, other senior officers, the Mayor and Members.
Lead and develop the production of the Authority’s local Code of Corporate Governance to ensure the organisation is fit for purpose and meetings its legislative requirements.

About the person:
To be suitable for this role you will need:
- Substantial knowledge of the governance and legislative environment of public sector organisations, ideally within a local government setting
Substantial experience of shaping and leading a corporate governance function to deliver high standards.
Experienced in forming and developing effective senior level working relationships with Members, Government and partner organisations to achieve the best outcomes for the organisation.
Experience of leading and managing people.
Experience of successfully managing budgets.
This role does not require you to be a qualified lawyer but would certainly suit someone from a legal background, so lawyers are encouraged to apply.
