Senior Justice & Rule of Law Expert

NTU International is preparing a proposal for the project “Cooperation Facility to Support the Implementation and Programming of EU Action and Team Europe Initiatives in Lesotho.”

In this context, NTU International is establishing a pool of qualified Non-Key Experts (Senior and Junior) to be mobilised on a short-term, on-demand basis during project implementation (48 months, expected start January 2027). Mobilisation will be subject to specific Terms of Reference and approval by the EU Delegation to the Lesotho.

Senior Justice & Rule of Law Expert

Project: Cooperation Facility to Support the Implementation and Programming of EU Action and Team Europe Initiatives in Lesotho

Responsibilities

• Provide technical advice on justice sector reforms and rule of law.
• Conduct institutional and legal assessments.
• Support governance reforms and policy dialogue.
• Monitor implementation of justice-related programmes.

Required Experience

• Minimum 10 years of experience in justice reform, rule of law and governance.

Advantage

• Experience in development cooperation projects.
• Experience with EU-funded projects.
