Apply for the Personalisation Budget Performance and Insight Lead
Location: Highgate
Job Description:

  • Do you enjoy turning data into meaningful action and service improvement?
  • Are you passionate about working with partners to improve outcomes for people experiencing homelessness and multiple disadvantage?

If so, we’d love to hear from you!

We’re looking for a skilled and motivated Personalisation Budget Performance and Insights Lead to oversee the performance, monitoring and continuous improvement of the Greater Change Personalisation Fund.

This innovative £1 million partnership between Birmingham City Council, Greater Change and Birmingham Voluntary Service Council (BVSC) aims to improve outcomes for people who are homeless, at risk of homelessness, or experiencing multiple disadvantage through personalised financial support.

You’ll work closely with partners across housing, homelessness, health, criminal justice and the voluntary sector to ensure the fund is delivering real impact. By analysing performance data, identifying emerging needs and providing strategic insight, you’ll help shape service improvements, strengthen partnership working and support better outcomes for Birmingham residents.

This is a varied role combining performance management, partnership development, data analysis and strategic coordination. You’ll produce high-quality reports and dashboards, monitor outcomes and provide the intelligence needed to inform operational management, commissioning and future service development. As part of our commitment to positive action, we take proactive steps, where needed, to address underrepresentation and create fair opportunities, particularly in recruitment. We aim to ensure that everyone has an equal chance to progress and succeed.

We stand in solidarity with all marginalised communities, ensuring that our policies, practices, and culture are inclusive, equitable, and empowering. We are dedicated to challenging discrimination and fostering a workplace where diversity is not only acknowledged but celebrated.

We strongly encourage suitably experienced applicants from a wide range of backgrounds to apply and join BVSC.

We encourage applicants to think creatively about how they can meet the requirements of the role and person specification if there are essential criteria you do not meet, so please describe this in your application. We are looking for talented individuals who align with our values and support our mission – there are no barriers to how you demonstrate this. From application to interview, we place inclusion at the heart of all we do.

We are a Second Chance Charter employer, committed to ensuring that people with convictions can access employment. DBS checks, if applicable to the role, will be conducted once a job offer has been made and accepted.

We’re looking for someone who can combine strong analytical skills and excellent relationship-building abilities. You’ll have experience of:

  • Performance monitoring, reporting and data analysis.
  • Turning data and insight into practical service improvements.
  • Building productive partnerships across organisations.
  • Producing clear reports and presenting information to a range of audiences.
  • Managing competing priorities and working independently.
  • Experience of working with homelessness, housing or vulnerable adults’ services.

An understanding of homelessness, housing, multiple disadvantage or related public, voluntary or community services would be an advantage.

At BVSC, you’ll be part of an organisation committed to improving lives and strengthening communities across Birmingham. This is an opportunity to contribute to an innovative programme that supports people to overcome crisis, build independence and achieve sustainable housing outcomes.

If you’re looking for a role where your analysis, collaboration and ideas can make a tangible difference, we’d love to hear from you
