PURPOSE AND FUNCTION OF THE POST:

The post holder will act as the designated ‘Harbour Master’ for the Council, and exercise all duties laid out in the Harbours Act (Northern Ireland) 1970, in order to protect Council interests at all council harbours. They will be responsible for the day-to-day operations at all harbours under Council ownership. Responsibilities include the development and monitoring of safe systems of work, providing a quality service to berth holders and assisting with the development and growth of the Harbour based service across the borough.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

1. Providing a high quality, customer focused service to berth holders, including the deployment & management of the Moorings and Berths at Council Harbours.
2. Monitoring and maintaining health and safety at Council Harbours.
3. To assist the Service Unit Manager in promoting the Borough’s harbours, ensuring that their potential as local community and tourism assets is realised.
4. To develop and manage performance indicators for effective harbour operations and improvement. e.g. usage, customer satisfaction etc., as agreed with the Property Operations Manager.
5. To deal with problematic, sunken or abandoned vessels in a robust and appropriate manner.
6. To ensure that the Council’s statutory duties (as the Harbour Authority) are fulfilled, including but not limited to:
   1. Develop and monitor safe systems of work at Council Harbours
   2. Develop, implement and monitor an oil spill contingency plan, in accordance with OPRC regulations, to cover all Council harbours.
   3. Contribute to the development, implementation and monitoring of a Port Marine Safety Code for all Council Harbours
   4. Complete returns to HMRC on the sale of fuel at harbours.
7. Procurement of goods and services at Council Harbours, ensuring compliance with Council’s procurement policy.
8. Working with and directing those engaged on work/events at the harbours to ensure effective operation.
9. To undertake basic maintenance tasks at the harbours, as and when required.
10. Provide line management responsibilities for an Assistant Harbour Master and Labourer.
11. To comply with and promote equality, health and safety in accordance with Council policies and legal requirements.
12. To undertake any other appropriate duties as may be allocated from time to time in accordance with the general nature of the post.

PERSON SPECIFICATION

The person specification provides information on the qualifications, experience, knowledge and skills required to carry out the duties of the post. The essential criteria will be used for shortlisting and as part of the selection process.

QUALIFICATIONS

Essential

• Hold a Harbour Master Diploma, UKHMA Harbour Master Certificate, or an equivalent formal maritime management qualification.
• Hold a commercially endorsed RYA Powerboat Level 2 certificate or an equivalent commercial maritime qualification.
• Hold a valid VHF Short Range Radio (SRC) licence.

Desirable

• Possess an MCA Oil Spill Response (Ports/Harbours) certification.
• Possess formal training or certificates in Health & Safety (e.g., IOSH or NEBOSH).

EXPERIENCE

Essential

• A thorough, working knowledge of the Port Marine Safety Code (PMSC) and Marine Safety Management Systems.
• 3 years relevant experience working in a senior role within a harbour.
• Experience of dealing with the public.
• Demonstrate experience drafting, implementing, and reviewing maritime risk assessments.

OTHER REQUIREMENTS

Essential

• Must be willing to work overtime when available (including public or bank holidays).
• Must be prepared to attend emergency calls outside of normal working hours, if available.
• Hold a valid driving licence
• Appointment will be subject to completion of a medical questionnaire including a pre-employment Drugs and Alcohol Screening.
• A driving assessment by Council will form part of the selection process.
